According to Reuters on July 31, 2026, from Washington, D.C., Amazon’s autonomous vehicle unit Zoox received the first federal exemption from the U.S. National Highway Traffic Safety Administration (NHTSA), and the exemption allows the company to offer paid rides in fully autonomous robotaxis that lack steering wheels and pedals. This approval enables Zoox to begin commercial operations in Las Vegas and marks a historic milestone as the first purpose-built autonomous passenger vehicle without manual controls authorized for U.S. commercial service.
According to Reuters, the NHTSA’s decision allows Zoox to deploy up to 2,500 of its wheel-free vehicles each year for the next two years. This regulatory breakthrough therefore gives Zoox a critical lead over major competitors including Tesla, whose “Cybercab” robotaxi is still in testing and has not yet received similar federal clearance. Zoox’s exemption comes with stringent federal oversight, and regulators maintain the authority to revoke the exemption should safety concerns arise.
Reuters reported that Zoox’s advancement positions the company ahead of Tesla and Alphabet’s Waymo in the race for driverless commercialization. Waymo currently operates robotaxis with manual driving controls in more than 10 U.S. cities; however, it has not been federally approved to remove all human driving hardware. As a result, this exemption secures Amazon a leadership role in autonomous vehicle commercialization and intensifies competition as more providers pursue regulatory approval for wider deployment.
According to Reuters, Zoox will commence paid rides in Las Vegas and could expand to additional cities pending future regulatory review. Therefore, the approval represents a significant step forward in deploying fully autonomous, driverless ride-hailing vehicles across the United States.
